Tascam us 2x2 driver windows 10 probles

Both running the latest drivers and firmware. I've been running 64-bit Reaper on both systems. The new computer is a lenovo laptop with a 6th-gen i5, 16gb ram, and an SSD running windows 10 pro. laptop with a 1st-gen i5, 8gb ram, and a spinning-disk hdd running windows 7 pro. I've done some googling, but I can't find anything helpful, so I'm wondering if anybody can provide a little insight.

After making some upgrades to my modest home setup, I'm noticing seriously degraded performance.
